Accepted procedure papers give sessions concrete content. Program operators arrange those materials into days, rooms, tracks, parallel sessions, presentations, and the public schedule.
Boundary note. Event #10 demonstrates the operational story from accepted papers into the Program chapter. The canonical Submission -> ProgramPresentation relationship remains future architecture.
